Global higher education is expanding at an unprecedented pace, creating new opportunities and new pressures for institutions worldwide. A new UNESCO publication “Transforming higher education: Global collaboration on visioning and action” provides a roadmap to reimagine the sector and highlight priority areas for action.
According to UNESCO, the number of students enrolled in higher education worldwide has more than doubled over the past two decades, from about 100 million in 2000 to 269 million in 2024. Today, an average of 43% of the higher education-age population participate in tertiary education the highest number ever recorded.
In addition, the number of internationally mobile students in higher education more than tripled over the past two decades, to nearly 7 million in 2024.
The higher education sector itself has also expanded significantly. Today, there are more than 22,000 accredited and quality-assured higher education institutions worldwide, creating an increasingly diverse and interconnected global education landscape.
As higher education systems experience rapid growth, institutions are increasingly called upon to address complex societal challenges while navigating growing financial, technological and social pressures. This underscores the need for clear guidance to help higher education systems adapt, innovate and remain firmly anchored in their public mission.

The new publication Transforming higher education: Global collaboration on visioning and action will be launched during an event on 12 March at UNESCO’s headquarters in Paris.
It outlines a shared agenda for strengthening the sector’s ability to contribute to sustainable and inclusive development. At its core is the recognition that higher education itself must evolve if it is to fully realize its transformative potential. It builds on the outcomes and follow-up consultations to the 2022 UNESCO World Higher Education Conference.
Guiding principles to reshape the future of higher education
The roadmap proposes seven guiding principles that are interlinked and mutually reinforcing:
The roadmap’s central message is that incremental reforms and slow policy change must give way to more ambitious transformations in higher education systems, policies and practices.
Understanding current patterns and trends is an essential first step. The UNESCO Higher Education Policy Observatory established by the International Institute for Higher Education in Latin America and the Caribbean tracks global developments in higher education in real time. Its forthcoming Higher Education Trends Report will also provide a comprehensive overview of emerging patterns across the sector.
The roadmap calls for collective action across the higher education ecosystem – governments, institutions, learners and international partners – to ensure that higher education continues to advance knowledge, expand opportunity and contribute to a more just, sustainable and peaceful world. The UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education, the first United Nations treaty dedicated to higher education, is part of this effort.

By strengthening collaboration and reaffirming their public mission, they can build more inclusive learning ecosystems, accelerate solutions to global challenges and empower learners from all backgrounds
